Description:

​

  • Prioritisation at the higher programme and portfolio level, balancing investment and disinvestment choices across a range of programmes and projects in order to optimise the value of the whole portfolio subject to a range of constraints (financial, workforce, deliverability etc).

​

  • Delivered in time to support annual planning processes such as Annual Budget Cycle, or more strategic rebalancing including Strategic Defence Reviews, Comprehensive Spending Review settlements etc.

Outputs:

​

  • Balance of Investment analysis and disinvestment choices across a range of potentially diverse programmes and projects.

​​

  • Structured capture of investment and disinvestment choices across breadth of portfolio.

​​

  • Analysis of capability impact of choices to support organisations capability management processes, linkage to Head Office processes such as Defence Contract Audit Report (DCAR) and Credit Risk Assessment Framework (CRAF).

​​

  • Analysis of financial impact of choices to support financial management across multi-year budgets.

​​

  • Analysis of other resource impacts such as changes to workforce demand and supply across multi-year profiles.

Benefits:

  • Ability to make cross-programme balance of investment decisions to optimise the value of the overall portfolio.

  • Enhanced stakeholder engagement and buy-in to strategic plan.

  • Greater understanding of the opportunity cost of investments and more explicit understanding of trade-offs.

  • Improved ability to generate and maintain a pan-Defence Line of Development (DLoD) Capability Management Plan aligned with a wider TLB level plan.
